Pennsylvania House

  • Twenty-two bills were referred to the House Education Committee. None of these bills address homeschooling issues.
  • On June 24, 2024, the Education Committee conducted final votes on four bills (all in the affirmative), none of which impact homeschoolers.

Pennsylvania Senate

  • Twenty-five bills were referred to the Senate Education Committee. None of these address homeschooling issues.
  • Between June 25 and July 1, 2024, the Education Committee conducted final votes on five bills (all in the affirmative), none of which impact homeschoolers.

CHAP Convention 2024

  • We were blessed by having Representative Tom Jones (R.78th District) and Representative Robert Leadbetter (R.109th District) attend our convention. Both representatives shared words of encouragement to the Christian Homeschooling community.  Both legislators positively highlighted CHAP in their e-newsletters on June 21, 2024.  Next year, they will encourage other legislators to accept our invitation to the 2025 Convention.
  • We are discussing the possibility of holding a Capitol Day in Harrisburg later this fall. Help would be greatly appreciated in planning and implementation.

Issues of Interest

  • In 2023, Pennsylvania school funding per public student has reached $22,000.
  • The House Republican Policy Committee is conducting statewide hearings on House Bill 2368, which would reduce the Pennsylvania Personal Income Tax Rate from 3.07% to 2.8% to eliminate the Gross Receipts Tax on Energy, effective January 1, 2025.
  • In Harrisburg, there is a significant dispute over the expenditure of public funds (taxes) on education in the Commonwealth of Pennsylvania.
  • The dilemma among branches of government in reaching compromise to pass a budget on time.

Thanks to those of you who stopped by the CHAP booth at the 2024 CHAP Convention (June 13-15, 2024) at Elizabethtown College to chat about homeschooling and issues of legislation.

Brad reads all proposed legislation that comes before the education committees in Harrisburg to determine the impact on homeschooling families in Pennsylvania. Brad strives to encourage and protect Christian homeschooling families in our Commonwealth.
